the legislation
Anti-hooning legislation was implemented in September 2004 in response to concerns about public safety as a result of inappropriate driving behaviour such as excessive noise from car stereo systems, racing, tyre squealing and smoke and rubber left on road surfaces.
These laws were unique in that they provided Tasmania Police with the authority to confiscate vehicles without obtaining a court order for periods greater than 48 hours.
The vehicle may be confiscated and held on the first offence for 48 hours, for the second offence in the preceding 12 months for 3 months and for the third offence in the preceding 12 months until the resolution of all existing charges against the person for the offences detailed above. Where a vehicle is confiscated on a third occasion police may apply to a court for forfeiture of the vehicle.
As with all legislation the vehicle confiscation strategy was employed to temper inappropriate behaviour, in conjunction with education, social pressure, high visibility policing and traffic calming measures.
how it's progressing
As of the middle of February there had been a total of 320 vehicle confiscations, with 17 people having had their car confiscated for a second offence and therefore subject to a 3 month confiscation.
While not intended as a panacea, the legislation was aimed at deterring anti-social driving behaviour and the fact that there were only 17 second offenders suggests that the law is working well in this capacity.
Offenders were committed mainly by drivers under 24 years: 152 offences were committed by drivers aged between 15 and 19 years;106 offences were committed by drivers aged between 20 and 24 years; only 30 offences were committed by drivers aged between 25 and 29 years; and just 22 offences were committed by drivers aged between 31 and 56 years.
98% of offenders were male.
Slightly more offences took place overnight than during the day with183 offences recorded between the hours of 7pm and 7am; and 137 offences recorded between the hours of 7am and 7pm.
An interesting observation is that a number of the owners who have had their cars confiscated for three months attended the compounds regularly to start up the vehicles, keep them in running order and ponder the day they would have them back on the road.

i always though rev limiter was like 6000rpm the engine would just ping.
Now you see CHOC's car has no REV limiter.. you can put it in first and just drive untill the engine blows.

That's correct, Zaia.
A rev limiter, 'limits the amount of RPM's your motor can do (example 7500rpm limit, the motor wont ever exceed that if it's got a rev limiter that says stop at 7500rpm'. A speed limiter limits the speed you can do (example if your cars limited to 180km/h that is as fast as it will go even if your only at 4500tpm in fifth gear.
My car has neither, yours had both didnt it zai?
And Omars only has a rev limiter, not a speed limiter, and I think he's been close to 200km/h.

Telstar doesn't have a rev limiter. It was 200 km/h @ 5, 500 revs.
